Preheat the oven to 375 degrees.
In the mixing bowl of a stand mixer, mix the butter, peanut butter and sugar, on medium speed until light and creamy.
Add egg, milk, Vanilla, and red food coloring gel and blend until all the mixture is the same dark red color.
Stop mixer, and scrape down the sides of the bowl, and blend again.
In a separate bowl, mix the flour, cocoa, baking soda and salt.
Add the flour mixture a little at a time to the mixer, blending between additions, until all flour is added, and well blended.
Remove the mixing bowl from the mixer.
Roll the dough into 1 inch balls, and place them on a parchment lined cookie sheet.
Pour the red sugar into a shallow dish, and roll the cookie balls in the sugars, coating them.
Place the cookie balls back on the parchment lined cookie sheet, about 2 inches apart.
Bake for 8 -10 minutes.
While the cookies are baking, unwrap the Hershey's kisses.
When cookies are baked, remove from oven, and press a chocolate kiss into the center of each cookie while they're hot.
Cookies will crack a little around the edges.
Remove the cookies to a wire rack and allow to cool completely. Serve, and Enjoy!
