Preheat the oven to 400 degrees.
In a large bowl, whisk together the flour, sugar, baking powder, baking soda, and salt.
Add in the cubes of butter, and stir together until the flour mixture has small flakes and the butter is well combined into the mixture.
In a separate bowl, whisk together the egg, milk, and heavy whipping cream, until it is well combined.
Pour the egg mixture into the flour and butter. Stir together with a rubber spatula or large spoon until it forms into a ball of dough.
Add in the strawberries and stir until they are evenly combined into the dough.
Turn the dough out onto a lightly floured surface and roll into a round shape, about 1 inch thick and 8-9 inches in diameter.
Cut the dough into 8 even wedge shaped slices and place them onto a baking sheet lined with parchment paper.
Brush the tops of each scone with the egg wash, and then sprinkle sugar on top.
Place in the oven and bake for 16-18 minutes, until the tops of the scones turn golden brown.
While the scones are baking, in a medium bowl, whisk together the powdered sugar, heavy whipping cream, and vanilla. Continue to whisk ingredients until the frosting is a smooth white glaze. Set the bowl aside until the scones are done baking.
When scones are golden brown, remove them from the oven and drizzle the frosting glaze over the scones.
