Preheat your oven to 400°F (200°C). Lightly grease a 9-inch pie dish or a similar baking pan.
Heat the vegetable oil in a large skillet over medium heat. Add the ground beef and chopped onion. Cook until the beef is browned and the onion is soft, about 5-7 minutes. Drain any excess grease.
Season the cooked beef and onion mixture with salt, pepper, and garlic. Stir in the ketchup to coat evenly, then spread the mixture into the prepared pie dish. Evenly sprinkle on the shredded cheddar cheese.
In a medium mixing bowl, whisk together the Bisquick, milk, and eggs until smooth. Pour the mixture slowly over the top of the beef and cheese layers. It should fully cover the surface.
Bake in the preheated oven for 20-25 minutes, or until the top is golden and set. A knife inserted into the center should come out clean.
Remove from the oven and allow the pie to cool for 5 minutes before slicing.
