Preheat the oven to 375°F (190°C). Grease a 9x13-inch baking dish.
In a skillet over medium heat, cook the ground beef until browned. Add the chopped onions and garlic, cooking until softened.
Stir in the red enchilada sauce, diced green chilies, black beans, corn, chili powder, cumin, salt, and pepper. Simmer for 5-7 minutes.
Place a layer of corn tortillas at the bottom of the prepared baking dish.
Spoon half of the beef mixture over the tortillas, spreading it evenly.
Sprinkle a portion of the shredded cheese on top of the beef mixture.
Repeat with another layer of tortillas, the remaining beef mixture, and another layer of cheese.
Cover the casserole with aluminum foil and bake for 20 minutes.
Remove the foil and bake for an additional 10-15 minutes, or until the cheese is melted and bubbly.
