- Preheat the oven to 350 degrees. Grease (or line with parchment paper) a 9x13 baking dish. 
- Using a large mixing bowl combine the flour, baking soda, baking powder, salt and cinnamon. Mix with a whisk until combined. Mix in the oats and add them to the dry ingredients in the mixing bowl. 
- Using a standing mixer, mix the brown sugar, butter, eggs and vanilla until combined. 
- Gradually mix in the dry ingredients. Mix in the chocolate chips. 
- Evenly spread the mixture into the baking dish and bake for 20 minutes (or until a toothpick comes out clean). 
- Cool completely and then cut into bars.
