Combine brownie mix and flour and mix well.
Add eggs, butter, chocolate syrup, and vanilla, and stir with a fork.
Using a hand mixer, mix well for 5 minutes.
Fold in chocolate chips and refrigerate the brownie cookie dough for at least 30 minutes.
When ready to bake, Preheat the oven to 375 degrees and line a baking sheet with parchment paper or a silicone baking sheet.
Using a 1 tablespoon cookie scoop, create small cookie dough balls and roll the top of the cookie dough ball into the M&Ms.
Place cookie dough balls about 2” apart on the baking sheet with the M&M side facing up.
Bake for 7-8 minutes (cookies will still look a little soft in the center but will finish baking as they cool.
Let cool on a baking sheet for 10 minutes before transferring to a cooling rack or plate to serve.
